add LICENSE file 

Adding LICENSE file to make the licensing more clear and easier to discover. (License already specified as ALv2 in package.json, but that's nonobvious.) This should resolve #302

TERMS AND CONDITIONS FOR USE, REPRODUCTION, AND DISTRIBUTION
