KeyRoutingSessionHandler update method based on provided jobs

Description

The handler for key-routing-sessions checks the provided jobs within its update method. The AssignForwarding method within the kms is therefore only triggered for each corresponding job.

This eliminates the bug, that already added key-routing-sessions triggered additional AssignForwarding calls within the kms.
