Add to remoteKMSMapping if remot kms information is present

If a new route is added and contains remote kms information, this MR ensures that this information is pushed into the remoteKMSMapping map within the AssignForwarding method. This happens now whenever the remote kms information is present. Not only if the prev-hop is not set.
