Use phony to ensure specific makefile targets are always executed

Description

Make is file-target based, so if a file "clean" exists in your root directory make won't execute the commands in the clean target. This just enforced to run the make commands always as the "target" is always out of date.

We had some issues with the local installation of the tools in the past, maybe this will solve it.
