Updated OC models to 0.15.0

Martin Stiemerling requested to merge models-update-0-15-0-move-submodule into modem-test

Updated the openconfig yang models from 0.13.0 to 0.15.0.

Changes happened during this:

  • removed yang modell files
  • added submodules for ietf and openconfig models
  • adapated config for ygot
  • go generate to reflect new 0.15.0 models in code.
