I've fixed the issue #202

That's the way to go since Go 1.11 has been released.

Update to vendoring

- Add the GoDoc badge
- Use cleaner markdown syntax (for headers)
- rewrite "Update vendor/dependencies" to make it better understandable

This change integrates the Bazel build system into bio-rd.

We also add support for:
  - running go dep from vendored libraries
  - running goveralls from vendored libraries
  - running bazel-based coverage from travis
