Nothing else should be in vtysh.conf.

Some interface manager (NetworkManager in particular) don't
want to manage the loopback interface. Use FRR to set up
additional loopback addresses without the need of
introducing additional dummy interfaces.

This is required for installation through ansible-galaxy.
