Clean up duplicated, not clear functionality in NetworkElement NBI server

Description

During the PND refactoring, some issues about the NetworkElement Server weren't handled. These need to be adressed/cleaned up:

  • duplicated/unclear methods for add
  • duplicated/unclear functionality of update method
  • naming of SetMneList vs. Add?
  • SetChangeList doesn't seem to be used
