Implement management component with automatic subscriptions to NEs

Description

A management component to automatically subscribe to NEs in the data plane, including:

• A way to add standard subscription paths to the component (configs for now, maybe possibility to add subs via NBI later)
• Use of goroutines and channels
• Access to store services for updates
